Article 1
Scope
The Interdivisional Group on Experimental Physics Control Systems (hereafter
called the IDG-EPCS) of the European Physical Society (hereafter called the
EPS) unites scientists interested in the control of experimental facilities
for physics such as accelerators, lasers, fusion devices, physics experiments,
telescopes, etc....
Article 2
Aims
The aim of the IDG-EPCS is to promote the principles and technologies of controls
for experimental physics. It encourages contacts between specialists in that
field. It stimulates international cooperation and exchange of information;
it promotes efficient use of resources and fosters high standards.
Article 3
Means and Ways
To reach the goals specified in Article 2, the IDG-EPCS
- collaborates with experimental physics controls groups both inside and outside Europe;
- promotes standardization by establishing links with societies specialised in industrial automation;
- triggers interest from industry and other European national or international research programmes;
- sponsors and organizes conferences, workshops, consultancies, reviews and studies for control projects;
- applies any other means and ways which serve the interest of the international controls community.
Article 4
Membership
Membership to the IDG-EPCS is open to:
- Individual Scientists who are:
- Laboratories, Industries, Groups or Process Control Organizations (hereafter referred to as "Institutions") interested in the topics specified in Article 1 of these Statutes. Commercial Institutions join the IDG-EPCS by becoming either Associate Member of the EPS (see Art. 4 a: Associate Members), or by becoming a Corporate Member of the IDG-EPCS (see Art. 4 b: Corporate Members).
Institutions are admitted upon written application and subject to the approval of the IDG-EPCS Board. They are represented in the IDG-EPCS by an Official Contact Person (see Art. 5b: Official Contact Persons - OCP).
Members (Individuals or Institutions) can initiate activities under the auspices of the IDG-EPCS.
Article 4a: Associate Members
Large commercial Institutions (i.e. more than 100 persons) join the IDG-EPCS by becoming Associate Members of the EPS. Besides the privileges awarded to them by EPS, they participate to the IDG-EPCS' activities by nominating an Official Contact Person (see Art. 5b: Official Contact Persons - OCP) .
Article 4b: Corporate Members
Small and medium size companies (i.e. not more than ~ 100 persons) can join the IDG-EPCS by becoming Corporate Members of the IDG-EPCS.
Corporate Members nominate an Official Contact Person (see Art. 5b: Official Contact Persons - OCP) to act as their representative in the IDG-EPCS, but do not enjoy the privileges awarded by the EPS to Associate Members.
EPCS Corporate Members pay an annual fee to the IDG-EPCS. This fee includes the annual fee for their Official Contact Person to be an Individual Ordinary Member (IOM) of the EPS. The EPCS Board may however decide to adapt the Corporate Membership fee to that for IOM as decided by the EPS.
Article 5
Structure of the IDG-EPCS [Image

The IDG-EPCS is structured into:
- the Board,
- Official Contact Persons (OCP) and Working Group Chairpersons (WGCP),
- Members, as Individuals or Institutions (see Article 4: Membership).
Article 5a: The Board
The Board:
- carries out the business of the IDG-EPCS in accordance with the General Statutes of the EPS;
- approves the nomination of OCPs,
- approves working groups and their chairpersons,
- nominates the IDG-EPCS representatives in other Scientific Societies, etc.
- nominates the representatives of the IDG-EPCS in the Advisory Committees of the EPS.
The Board meets in closed sessions whenever appropriate.
Article 5b: Official Contact Persons (OCP)
OCPs must be a Member of the EPS IDG-EPCS (see Article 4: Membership).
OCPs act as representatives of the IDG-EPCS in their home Institution. Conversely they officially represent their home Institution in the IDG-EPCS.
OCPs should be nominated in writing by a senior official of their home Institution and approved by the IDG-EPCS Board.
OCPs should give evidence of extensive experience in the controls field and preferably hold a position that allows suggestions made by the IDG-EPCS to be followed by their home Institution.
OCPs and WGCPs contribute to the operation of the IDG-EPCS by participating, upon invitation of the Board, to the open sessions of the Board meetings.
OCPs are informed of all matters concerning the IDG-EPCS and on the decisions and recommendations made by the Board. They transmit that information to the IDG-EPCS Members in their Institution. Conversely, OCPs keep the IDG-EPCS Board informed of any significant happening relating to controls in their home Institution.
Article 6
Composition of The Board
Members of the Board must be Members of the EPS IDG-EPCS (see Article 4: Membership).
The Board of the IDG-EPCS is composed of four Elected Members forming the
Elected Board and up to three additional members co-opted by the Elected
Members.
In order to ensure a geographical distribution that covers the world, the Elected Members of the Board are classified in three groups, namely:
three groups representing each a specific geographical region:
- One European Group (including Russia, the near east and Africa),
- One American Group (including North, South and Central America)
- One Asian Group (including Oceania)
Members are elected from each of these groups. A double occupancy of the European Group corresponds to EPCS' special relation to the groups umbrella organization EPS. Thus the Board consists of:
- Two Elected Members from the European region,
- One Elected Members from the American region,
- One Elected Members from the Asian region
The Board elects its Chairman, Vice-Chairman, Secretary and Treasurer (in general, but not necessarily, the position of Secretary and Treasurer will be held by the same person).
As far as is possible, the Board Members should represent the major aspects of controls, i.e. System Engineering, Hardware, Software and Operation. They should give evidence of extensive experience and preferably hold a position that allows suggestions made by the IDG-EPCS to be followed by their Institution.
Article 7
Election and Appointment to the Board
The Elected Members of the Board are elected for a term of three years.
The Elected Members can serve for a second term and thereafter may not stand for re-election for at least another term.
Article 7a: Elected Members of the Board
Members representing a specific geographical region are elected by mail vote by the Members of the EPS IDG-EPCS (see Article 4: Membership) who belong to that region. Three months before the date of the election, the Board will issue a call for nominations to the corresponding EPS IDG-EPCS Members. Nominations supported by at least three Members belonging to that specific region are submitted in writing to the current Board.
Preference will be given to candidates who played a role within the IDG-EPCS e.g. as OCPs.
In case several candidates with the same nationality or belonging to the same Institution do appear in any of the election groups, only the one with the highest score will be elected.
Article 7b: Co-opted Members of the Board
Co-option of a Board Member is decided by an absolute majority of the Elected Members of the Board.
Co-opted Members are elected for the duration of one year and may not serve as co-opted Members for more than three consecutive years.
In order to ensure continuity, the outgoing Chairman is co-opted ex officio to the new Board.
Article 8
General Assembly
A General Assembly of the Members of the IDG-EPCS shall be held, as a rule,
every two years. Notice of the General Assembly together with the agenda
as proposed by the Board, will be sent to all Members three months in advance.
Any modification to the agenda, supported by at least three Members, should
be sent to the IDG-EPCS Secretary at least one month before the General Assembly.
Article 9
Finance
Subject to approval by the General Assembly, the Board may raise a membership
fee. The Board may also raise funds from industry, government organizations
or projects. Funds raised by either of these mechanisms may be used to promote
or carry out the aims of the IDG-EPCS as outlined in Article 2 of these statutes.
Article 10
Revision of the Statutes
These Statutes can be changed by a 2/3 majority of the votes expressed by the
Members of the IDG-EPCS.
